构建社会主义和谐社会是落实科学发展观、建设全面小康的重大战略举措。大理地区作为西部少数民族地区面临着"四低一不平衡"的实际,其中发展的不平衡性表现尤为突出,在构建社会主义和谐社会的过程中要深入分析不平衡的根源,走和谐发展的道路。

Building up a socialist harmonious community is a momentous strategic measure to put into practice the scientific approach to development and to construct an overall moderately well-being community. Dali, as a western place of ethnic minorities, is faced with the reality of ＂four lows and one imbalance＂, especially the imbalance of development. We need to sort out the roots of such imbalance in development and take to a road of harmonious progress.
