如何最大限度地避免煤层气CDM项目中的风险,降低成本是目前和今后在开发中国煤层气CDM项目中急需解决的问题。本文详细分析了中国潜在的煤层气CDM项目中存在的各种风险,包括项目开发地点的风险,对周边市场的供应和需求风险,对潜在的煤层气CDM项目的审批、注册和核证风险,分析了煤层气CDM项目中CERs的交付风险、价格风险、汇率风险和国际谈判风险,提出了煤层气CDM项目的风险分摊机制,指出了在CDM项目中买卖双方以及中介各自应该承担的风险。

How to maximum avoid risks in CDM projects of coal bed methane, how to decrease the cost in developing CDM projects are current and further urgent problems that have to be solved in China. This paper analyzed risks in potential CDM projects of China Coal Bed Methane projects, including selecting project sites, analysis market supply and demand risk for Coal Bed Methane in nearby region of coal mines, analyzed each risk in verification, registration and validation, gave risk apportion measures and point out that all risks should be taken by different participates, such as buyer, seller and broker.
