中国公立高校政府投入有效管理研究——与英国的比较分析

On Efficient Management of Public Funds for Public Universities and Colleges in China——Compared with England

通过回顾改革开放以来中国公立高校政府投入模式的沿革,发现中国公立高校政府投入存在模式不科学、政策导向失衡两方面的问题,借鉴英国高等教育基金委员会(HEFCE)对英国公立高校的投入模式,从投入产出理论、新公共管理理论和公共产品理论——社会公平角度出发,建议中国公立高校政府投入构成应该有明确的划分,适时建立公立高校政府投入中介机构,在合理的成本分析基础上建立以投入为基础的公式拨款机制,改革公立高校政府投入模式,建立公立高校财政监督机制。

By reviewing the history of public funds for public universities and colleges since the reform and opening-up policy, it is found that the mode of public funds and Policy-orientation for public universities and colleges is not scientific. Using the HEF-CE＇s mode of public funds for public universities and colleges in England for reference and using the input-output technique, the New Public Management and Social Fairness of Public Goods Theory, the results show that the government should clearly allocate the public funds. It is time for China to construct an agent to allocate the public funds. The formula for allocating the public funds should construct on the input depending on the reasonable cost analysis. The reform of the mode of the public funds for public universities and colleges and the supervision to the public funds are also important.
