官僚体制被认为是工业时代实现效率最理想的组织形式,但由于对工具理性的一味诉求,忽视民主、公平等价值理性,因而走向了其初衷的反面。20世纪60年代以来,民主行政作为一种组织模式和政治理念对官僚体制产生了巨大的冲击。但民主行政并未提出一种可以替代官僚体制的、具体且成熟的组织模式。在现代社会,官僚体制仍然发挥着不可替代的组织功能,其与民主行政冲突的解决只能依赖对官僚体制的改良而非替代。

Since 1960＇ s, as a kind of organization mode and political principle, the democracy administration produced huge impact on the bureaucracy system. But like other theories or form of organization, the democratic administration cannot put forward a kind of concrete and matured mode to replace the bureaucracy system too. Nowadays, the bureaucracy system still develops the organizational function and the reality value. The solution to the conflict between the bureaucracy system and democracy administration can only depend on reform rather than substitute.
