摘要
走向精细化的总体社会治理,要求执政党组织和政府部门必须注重将有效的制度安排和科学民主的公共政策活动有机结合起来。在社会转型过程中,公共政策的创新与制度安排的创新是相互促进的。在总体社会转向稳定和谐建设时,则要注意将制度建设和政策学习更好地结合起来。
A fine social administration demands the ruling party and government to focus on combining effective systematic arrangement with scientific and democratic public policy activities. During social transformation innovations of public policy and systematic arrangement are mutually promotive. In the harmonious development of a stable society, we should integrate systematic construction with policy study.
