The corrupt collusion between govemment officials and a coalmine boss was finally brought tO light when the police found a secret account book in the latter＇s safe. The account book recorded in detail the shares and dividends received by more than 30 local officials. A similar case of corruption, implicating dozens of government officials,
制度不是孤立存在和运行的,它不仅存在于一个界限宽泛的"制度环境"中,而且是直接嵌入于与其关系密切的"基础秩序"中。制度缺失或无法解决的问题,往往要由基础秩序去解决,甚至由制度本身解决的问题也要由基础秩序提供基础和条件。在某些情况下,制度失败的原因,往往并不在于制度本身,而是作为制度运行条件的基础秩序出了问题。在构建和谐社会的过程中,应当把"基础秩序"的重建作为一个重要的任务来加以推进。
