摘要
本文采用随机前沿模型,利用我国各地区1998～2006年的创新活动数据,实证分析了创新环境因素对以专利量测度的创新产出效率的影响。研究发现:使用发明专利总量和职务发明专利量分别估计前沿产出函数所得结果之间存在一定差异,根据职务发明专利量估计的投入产出弹性更高;一个地区对教育的投入程度和政府对科技的支持力度是促进创新效率的两个显著因素;效率系数的变化,部分解释了近年来我国职务发明专利授权量份额增加的原因。
Based on the innovation data during the period 1998~ 2006, this study employs a stochastic frontier model to empirically investigate the effect of regional institutional factors on innovation performance which is measured by the domestic granted patent count. The main findings include： （1） The patent elasticity of R＆D inputs is higher in terms of patents granted to institutions than in terms of total patents. （2） Two institutional factors, the local expenditure on education and the governmental support on technological activities, are positive and statistically significant in enhancing the innovation efficiency. （3） The estimated patenting efficiency is found increasing, which can partly explain the recent surge of institutional patents in China.
