石油储备与国际石油资源利用和市场调节

石油是世界公认的战略资源,但石油资源的蕴藏在全球是极不均衡的。在经历了数次较大的石油危机之后,西方各国纷纷建立起庞大的石油储备体系。尽管我国石油产量已排名世界第五,但以人均占有量衡量仍属石油资源相对不足的国家。特别是进入90年代以后,国际、国内石油市场发生了较大的变化,石油的供需关系越来越紧张。因此,在这种环境下建立和发展我国的石油储备体系,对充分利用国际和国内两种石油资源、两个石油市场,实现我国石油工业整体效益的最优化,以及应付突发性事件可能造成的危机,保障社会的稳定和国民经济的健康发展,都将具有重大的经济效益和政治意义。通过分析、评价,对我国建立石油储备提出了五条建议。

Petroleum is well known as a strategic resource, but the petroleum resource is not evenly distributed. The western countries successively set their large scale petroleum storage system after suffering several petroleum crisises. In spite of ranked fifth of production, our country is poor in resource per person. A great change is took place in petroleum market of both domestic and international since 90's, the correla tion between supply and demand is increasingly tight. Under the conditions it is significant in economic benefit and political effect to set and develop petroleum storage system of our country, fully to employ both domestic and international petroleum resources and markets, to optimize inegrated benefit of our country's petroleum storage system, to deal with possibilty of casualy political events, to ensure social stability and soundly national economic growth. Five pieces of suggestion are presented to set petroleum storage system of our country through analysis and evolution.
