摘要
我国山洪灾害防治规划坚持的原则是以人为本,全面、协调、可持续的发展观。山洪灾害防治要从落实规划入手,突出以防为主、以非工程措施为主,防治结合。
The principle of mountain flood prevention planning in China is to put people at the center, and insist on the development concept of all-round, harmonious and sustainable. The control of mountain flood disasters should be implemented firstly by planning and focus on prevention, and also concentrate on non-engineering measures and combination of control and relief measures.
