河南省南召县排路河流域山洪灾害防御试点建设成效分析

Cost-benefit analysis of pilot project construction for mountain flood prevention of Pailuhe River Basin in Nanshao County in Henan Province

河南省南阳市南召县排路河流域2005年被确定为全国山洪灾害防御试点。按照国家防办的统一部署和要求,运用河南省防办和协作单位完成的"基于分布式水文模型的山洪灾害预警预报系统研究"成果,经过各级有关部门的共同努力,于2006年汛前初步建成了山洪灾害防御体系并在当年汛期发挥了作用。

Pailuhe River Basin in Nanshao County in Henan Province was selected as one of the national pilot areas for mountain flood prevention in 2005. According to the arrangement of the State Flood Control and Drought Relief Headquarters, mountain flood prevention system was preliminarily built before the flood season of 2006 with the joint efforts of departments concerned, by applying the result of Studies on Mountain Flood Warning and Forecasting System Based on Distributed Hydrological Model that jointly completed by Henan Provincial Flood Control Headquarters and associated institutions, which played a key role in flood defense last year.
