公司高层腐败的成因与对策分析

摘要 日益严重的公司高层腐败已经引起人们的高度重视。人的需求无限性与满足人需求的资源有限性矛盾、人性的非完美性及对人的约束制度存在缺陷与其执行力缺位是腐败的根源。公司高层腐败的现实成因包括过分的职位消费、信息不对称、任职期限等方面。通过建立健全有效的甄选聘任机制、科学准确的员工绩效评估系统,发挥市场机制的作用,依靠国家社会的力量等对策将有效地预防或惩治公司高层腐败。 It has been taken seriously that the corruption of senior managers is becoming increasingly worse. It is the root of corruption that the contradiction between infinite demand of human beings and finite resources. Apart of these, the imperfectness of humanity and absence of rules and executive of rules are also fundamental causes of corruption. To be specific, causes of corruption include over- consumption of authority of office, information asymmetry and time of holding a post, etc. In order to take precautions against corruption or to punish them effectively, some countermeasures have been proposed in this paper, such as precise assessment system of staff performance, effective policy in appointment and selection of manager, flexible application of multi-rules, function of market and power of society and government.
