This paper analyses the effect and restriction to digital library development in eight respects, that is, the content resources bottleneck, the platform dispatcher bottleneck, the dissemination transmission bottleneck, the standard bottleneck, the system structure bottleneck, safety guarding bottleneck, the copyright protection bottleneck, and the technical support bottleneck,and aims to arouse the recognition and accelerate the development of digital library.
