恶意投诉警察问题研究

A Study on the Issues Concerning Vicious Appeal on the Police

对警察的恶意投诉不仅影响了警察的执法权威,而且严重损害了执法警察的身心健康,给警察执法工作带来负面影响。针对恶意投诉产生的原因,应从提高警察执法水平、确立"有限警务"观念、强化警察的证据意识、成立专职的警察维权部门和警察心理咨询机构、缓解警察心理压力几个方面预防和减少这一问题的发生。

Vicious appeal on the police not only affects their authority of law enforcement, but also does great harm to physical and mental health of the police officers concerned, which has negative influence on law enforcement implementation of the police. In accordance with the causes of vicious appeal, to improve the law enforcement standard, to establish the concept of ＂limited policing＂ ,to strengthen the evidence awareness of the police, to set up full time institution for maintenance of police rights and psychological consultation,and to relieve psychological pressure of the police may help to prevent and cut down the occurrence of such issues.
