There are many unknown connections between Harbin Institute of Military Engineering ( HIME), which was founded under the assistance of Soviet Union in between 1952 to 1954 as the first military engineering institution of higher learning in P. R. China, and Harbin Institute of Technology ( HIT), which was also founded under the assistance of Soviet Union in 1920s. While making decisions on address selection, discipline organization, teacher cultivation, and student practice for HIME, factors from HIT have been significantly taken into account. Especially at the time when Chen Kang Bai was the president of HIT, even though experiencing an absence of teaching resource, HIT still assisted HIME by supporting teaching and cultivating teachers. This tight relationship between the two institutions mainly resulted from the fact that Soviet Union has extensively accessed Chinese higher education, especially in the defense technology domain. This fact has very different influences on each institution, which affords for thought.
