哈尔滨市社会主义新农村建设中的社会治理问题与政策研究

Research on Social Governance Problem and Policy of New Socialist Rural Construction in Harbin

乡村治理模式转型是哈尔滨市新农村建设面临的迫切任务,也是科学发展观和构建和谐社会的客观要求。通过对哈尔滨市农村工作实际的研究,首先指出哈尔滨市乡村治理模式的现状及问题;其次分析了出现问题的主要原因;最后指出解决哈尔滨市乡村治理问题的根本措施是进行乡村治理模式转型,并提出"乡政村治"向"乡政自治"转变和"乡政自治"向"乡村自治"转变的两步走战略,以及法律与政策保障问题。

Transition of rural governance pattern is an urgent task in the new rural construction in Harbin. It is also an e requirement of adhering to concept of scientific development and building a harmonious society. Based on the reality of Harbin, this paper first points out the status quo and the problem of rural governance pattern, then analyzes the primary problems and finally suggests that the fundamental solution to the problem existing in the northeast rural governance is to carry out the transition of rural governance pattern. Further it puts forward two -step strategy： from ＂rural political governance by villagers＂ to ＂rural political autonomy＂ ; from ＂rural political autonomy＂ to ＂ rural autonomy＂.
