建设公共服务型政府应着力解决以下几个问题:科学界定政府的经济调节、市场监管、社会管理、公共服务职能,并进一步划清中央政府和地方政府的责任;从体制上理顺权力授受关系,使人民真正拥有控制政府的力量;充分发挥人大的监督职能,推动建设公共服务型政府。

Building a public service-oriented government should strive to resolve the following issues： Seientlfi- tally define the government＇s functions of economic regulation, market supervision, social management and public service, and further make a clear distinction of responsibilities between the central government and local government; make the relation between the power being given and being accepted harmonious from the angle of system, so that the people really have the power to control the government ; give full play to the NPC＇s supervisory functions and promote the building of public service-oriented government.
