论构建全民均等享有的基本公共服务体系

On the Construction of Equal Basic Public Services System for Full People

基本公共服务体系的社会性、基础性、均等性、结构性等特征,决定了政府在构建全民均等享有的基本公共服务体系中的主导作用。由于投入不到位、分布不均衡、结构不合理、体制不完善、管理不落实等原因,导致我国现阶段基本公共服务体系存在诸多问题。构建全民均等享有的基本公共服务体系,必须从推进公共服务型政府建设、确立公平的公共服务理念、建立科学的政府绩效评价体系和完善公共财政制度等方面采取积极有效的对策。

The characteristics such as sociality, foundation, equality and framework for basic public service system, decide the government＇s leading role in the construction of universal equal basic public services system. Because of the input being not in place, uneven distribution, irrational structure, imperfect system, the management not being implemented, China＇s basic public service system is plagued with problems. Construction of equal basic public services for the full people, we must take active and effective measures to promote the public service-oriented government building, to establish a fair idea of public services, establish a scientific system for evaluating government performance and perfect the public finance system.
