我国社会正处于一个由传统社会向现代社会整体转型时期,而这一时期民间组织的成长发育影响到社会的方方面面。随着我国民主政治的不断完善,公民通过其自治组织参与影响公共政策的制定、执行、监督和评估。在公共政策制定的过程中,民间组织发挥着重要作用。

China is now in the transitional phase from traditional society to modern society. In the phase, the nongovernmental organization＇s development has exerted impacts on all aspects of the society. Along with the unceasing development of democratic politics of China, the citizen can take part in establishing, executing, supervising and evaluating public policies in the name of nongovernmental organization in the process of public policies, that is, the nongovernmental organiation plays an important role in establishing public policies.
