摘要
主体功能区划是实施区域协调发展的空间管制举措之一,是国家十一五规划建议中提出的明确要求。编制县域主体功能区划是落实"科学发展观"和建设社会主义新农村的必然选择。以河北省平泉县为例,建立了区划的指标体系,利用"反规划"法和3S技术,进行县域国土空间的主体功能区划,将全县划分为优化开发、重点开发、限制开发和禁止开发四类主导功能区,明确了各区的生态功能定位,并提出了相应的生态建设和发展方向,为推动国土空间主体功能区划及生态县建设提供借鉴。
The main function division is one of the space controlling measures that makes areas develop corresponded and it is also a clear requirement in the proposal of the plan in the ＂Five Eleventh＂ Plan construction. To write main function division is a necessary choice of carrying out scientific development and the constructing of new socialism villages. Taking Pingquan county in Hebei Province as example, index systems of region division have been built with the method of anti-planning and 3s technology to make divisions in county territory space and the county is divided into four function regions as the optimized exploitation, the key exploitation, the limit exploitation and the prohibition exploitation region. The ecology orientation has also been defined and corresponding direction of ecology construction and development is presented, which can offer reference for promoting territory space division and the constructing of ecological county.
