Building Harmonious Society and Perfecting Social Security System

建立健全社会保障制度是促进经济发展,完善社会主义市场经济体制的需要,也是社会长治久安的重要保证。虽然我国基本建立了各种社会保障制度,但仍存在着立法不完善、覆盖面窄、体制分散、多头管理、责任不清、基金筹措困难等问题。今后要全方位完善相应制度,为构建和谐社会作出应有的贡献。

Establishing and perfecting social security system is not only the necessity to promote economic development and strengthen socialist market economic system, but also an important guarantee of political stability. Although our country has established the insurance of urban population with the lowest income, the pension insurance, the insurance of medical treatment, industrial injuries and unemployment, etc., there still exist problems, such as imperfect legislation, narrow scope of security, management with too many chiefs, decentralized system, unclear responsibilities, difficulties in raising fund, etc. Therefore, we should construct and perfect relevant systems comprehensively to build and serve the harmonious society.
