改革开放以来,伴随着经济的飞速发展,我国的治安状况日益恶化,消失多年的黑社会犯罪再次出现在人们的视野之中。2001年,公安部实施了“打黑除恶”的专项行动,但恶势力并未就此销声匿迹。近两年,恶势力犯罪再次成为新闻媒体的高频率用词。但从学术界到司法实务部门,至今没有对“恶势力”的概念达成共识,对其形成的社会基础及防控对策的研究也有待进一步深化。

With the reforming and opening, the development of economy of China surprised the whole world. But at the same time, the public security is deteriorating increasingly. The underworld society comes into our country. The action of attacking the underworld societies and gangland crimes began in 2001 does not gain its ends. In recent years, the words, gangland crimes, are still used by the media widely. This thesis studies the appearance, the development of the gangland crimes. And the guarding against the gangland crimes is one goal of the thesis. It analyses deeply the attitudes of the government to the gangland crimes and the background of the gangland crimes developing quickly in the condition of attacking.
