The paper summarizes the achievements, mear-sures and experience in the Eighth 5-Year-Plan and introduces the major targets of the Ninth 5-Year-Plan in railway construction which are to quiken up railway network construction, build the southwest and coal transportation passage and lines connected with the trunk ones in order to breakdown traffic bottlenecks. The paper also puts forward envisaged work programme of the Ninth 5-Year-Plan including design thinking, project management, construction technologies, investment control, project quality and so on.
