The development of the international goods flow is the key to achieve the success of the international rail transportation. By analysing the existing transportation situation of intercontinental railway lines, the paper approaches the subject to develop the international goods flow rationally in the following aspects: goods flow technology and management, strategy on traffic organization, reform of foreign trade system, management and administration of goods flow enterprises and etc.
