张承地区经济发展与生态建设途径探讨

Discussion on Economy Development and Ecology Environment Construction for Zhangjiakou and Chengde Regions

解决张承地区生态环境问题的关键是解决生态建设与当地经济发展的矛盾。通过分析张承地区区域性生态和区域性贫困问题及其相互关系,探讨改变该地区现状的途径:一是建立生态特别示范区,实施区域特殊政策;二是纳入京津行政区域,由京津统一管理;三是遵循市场经济规律,建立生态补偿机制。

Owing to the special geography location, Zhangjiakou and Chengde regions are endowed with special ecological function. But the serious ecological environmental problems of the regions are unsolved for many years, which is because the fundamental contradiction between ecology environment construction and economy development is not settled. This paper analyses not only the regional problems of ecology environment and poverty, but also the relationship of them. Then three approaches are discussed to alter the region status. Firstly, the regions should be established as special ecology demonstrations, and special policies should be implemented in the regions. Secondly, the regions should be governed by Beijing and Tianjin. Finally, following disciplinarian of market economy, the compensating mechanism for ecology environment should be established.
