犯罪圈的界定及其关系处理

和谐社会的构建实质上是刑事法如何介入国民生活,如何合理界定刑法圈和如何配置刑罚量的问题。确定犯罪圈必须解决好刑法保障个人权益与保护社会关系之间的协调问题。
