交易成本视角下的公共物品提供机制

Provision Mechanism of Public Goods Under the View of Transaction Cost

对公共物品提供机制的边界及其边界变迁问题,可以从交易成本这一视角进行分析。公共物品的提供机制可以分解为两部分,一部分是提供该公共物品的组织形式,另一部分是该公共物品产权的实现方式。各种组织形式和产权实现方式本身都会产生不同的交易成本,两者的不同组合也会带来不同的交易成本。最优的提供机制必然会使交易成本最小化,于是,交易成本本身就是各种提供机制作用边界的决定因素,而交易成本的变化导致了各种提供机制作用边界的变迁。

Nowadays the provision mechanism of public goods is the hot spot of pubhc economics. This paper analyses the boundary of these mechanisms in the view of transaction cost. The author divides the mechanism into two parts： first one is the form of organization, second is the methods how to realize the property right. Different combinations of these two parts wilt bring different transaction cost. Tnis different transaction cost is the decisive factor of the boundary of these provision mechanisms. The changes of transaction cost will change the boundaries of these provision mechanisms,
