中国引资战略选择——在“双缺口”模型失效情况下

The Strategic Choice on China's Attraction of Funds——Under the Failure of Double-Gap Model

近年来,中国国内储蓄和外汇储备均出现了"过剩"现象。许多人认为,既然"双缺口"模型在中国已经失效,那么中国就不再需要大规模地引进外资。实际上,中国经济实现持续快速健康发展,不但得益于改革开放的深入,而且也得益于对外资的利用。虽然目前中国国内储蓄和外汇储备出现了"双盈余",但资本的隐性缺口仍然比较大。因此,在新的历史时期,中国要实现经济增长方式的根本性转变,仍需进一步扩大对外开放,更加积极有效地吸收外资。

The surplus on both domestic saving and foreign exchange reserve has appeared in China in recent years. Some scholars think China does not need to attract the foreign funds on a large scale any longer now that the Double- Gap Model has failed. But the author con- cludes after analysis that the sustained, rapid and sound development in China not only benefits the constant penetration of opening and reform, but also the utilization of foreign funds. The implicit gap of capital in China is still big although the double surplus has emerged now. Therefore, it is necessary for China to expand opening up further to the outside and absorb foreign funds actively and effectively if China wants to realize the fundamental transformation of the mode of the economic growth.
