摘要
21世纪是知识经济时代,是经济全球化、知识化、信息化的时代。国内企业的发展环境更趋复杂,不确定性增加,企业间的竞争条件发生了深刻变化,产品寿命周期越来越短,信息、决策、研发、创新等对企业生存与发展具有至关重要的意义,而人力资源已成为决定经济发展、企业竞争的稀缺资源。这些变化促使企业管理实践不断创新,管理者的自身素质、管理水平不断提高,同时也要求在企业的经营管理过程中不断提高全体员工的综合素质,应体现"以人为本"的管理思想。人本管理过程又存在着诸多问题,针对上述问题提出对策和建议。
The 21st century is a knowledge economy era. In such a rapidly changing socioeconomic context, the environment for developing enterprises becomes more complex with the increase of uncertainty. The competition conditions among enterprises have undergone great changes. The product life cycle becomes shorter. Information, decision - making, research and development, innovations, etc. , are critical to the survival and development of enterprises. Moreover, human resource has become scarce resource which determines economic development and enterprise competition. These changes steadily promote the innovation of enterprise management practices, the selfquality of managers, and the level of management. At the same time, it also calls for continual improvement of the overall quality of all the staffs in the management process of enterprises, which fully embodies the "people- oriented" management thoughts. However, there are many problems in the "people- oriented" management of small and medium- sized enterprises in China. This article raises some correlative countermeasures to these issues.
