Analysis on Problem of Cultivated Land Protection

在农业结构调整、生态退耕、建设占用和自然灾毁综合影响下,我国耕地总量逐年减少,国家虽然采取了一系列严格的管理措施,仍难以扭转耕地持续减少的态势。针对这一难题,本研究通过对我国粮食供需状况、城乡居民食物结构和营养水平变化的实证分析,提出了要深入研究土地利用结构的动态规律,高度关注农村劳动力大转移、加大对农业和农民利益保护力度、更新思路等观点。

The total quantities of cultivated land in our country reduce year by year under the synthetical effects in agricultural restructuring, the withdrawing from plough, the occupancy caused by construction and natural disaster. Although our country has taken a series of strict administration measures,it is difficult to suppress the trend of cultivated land continuing reduction. Based on analysis of the change of the grain supply and demand status,the urban and rural residents food patterns and the nutritional level in our country,the paper suggests that the law of land utilization structure should be studied thoroughly,show solicitude for the migrant of rural labors should be shown,the protection of the agriculture and farmers＇ interests should be strengthened.
