摘要
我国是世界上第一烟草大国，现阶段常年吸烟人口达3亿之多。尽管由于产品的特殊性，烟草行业一直受到较严格的政府管制，但烟草行业对社会经济起着举足轻重的作用。特别是对各级政府的财政收入而言。仍是支柱性产业。
