非洲贫困与反贫困战略思想述评

An Assessment on Africa Poverty and Anti-poverty Strategy

从考察世界上贫困成因理论的发展轨迹,以及反贫困战略模式与实践的研判,可以看出大多数非洲国家在诊断贫困、选择减贫模式,及制定和实施减贫战略方面,深受各个历史时期主流贫困理论思想的影响。从结构调整方案到由国际组织主导、或由非洲国家完全自主制定的国家减贫战略,体现了非洲国家对贫困的认知与理解不断深入,综合反贫困战略,由此成为大多数非洲国家当前减轻贫困的战略选择。对于非洲国家的反贫困实践而言,结合本国实际,研究总结出适合本国国情的加速经济发展和反贫困理论、对策,是非洲国家的当务之急。

We can find that most African states are influenced by popular poverty theory in analyzing the reason of falling into poverty, choosing the way to reduce poverty, and formulating their anti-poverty strategies. Most African states now begin to adjust their anti-poverty strategies dominated by international agencies or drew by themselves. With the development of realizing the poverty phenomenon and anti-poverty theory, they try to choice the suitable measures to reduce poverty. It is necessary for African states to summarize their practices and experiences of anti-poverty, so that they can seek more suitable ways to reduce poverty and boost economic development
