我国土地利用问题的体制症结与解决对策

Crux of Problems in Land Use of China and Solutions

经过深入调查研究认为:造成土地利用浪费的根本原因是财税体制、干部考核选拔体制、土地资源管理体制、执法监管处罚体制、城镇化战略思想扭曲等;解决的对策是标本兼治。标的治理是加大执法力度;本的治理就是逐步改革落后的体制。建议在适当时机,改革财税体制,变分税制为上缴包干制;在干部考核选拔中落实科学发展观,考核干部任期内对资源的利用和保护情况;改革土地管理制度,统一、平等地对待城市和农村土地,从法律和制度上保障两种所有制土地"同地、同权、同价,"确保农民的权利;反思城市化战略,实现土地利用转型。

Investigations indicate that financial and taxation system, policy of cadre assessment and selection, system of land resource management, policy of law execution and punishment, and distortion of urbanization strategy are the main reasons for waste in land use. This paper suggests improving the financial and taxation system, reforming the policy of cadre assessment and selection, adjusting the system of land management to ensure the right of the peasants in terms of law and regulations, and examining the strategy of urbanization to realize the transformation of land use.
