The Identity of Shareholder of Key Drainage Areas＇ Water Resource and Its Structure Governance

水环境问题已成为制约我国国民经济和社会发展的主要瓶颈之一。根据人本资本结构理论、循环经济理论、资源学说、产权理论和管理学原理，提出重点流域水资源“生态”治理范式。防止重点流域水资源问题的蔓延．应从平衡计分卡和全面质量管理模式出发设置其生态治理的绩效模式，合理解决其重点流域水资源的治理问题。

The water environment problem has become one of the main bottlenecks constraining the national economic and social development in our country. According to human capital structure theory, circulate economic theory, resources theory, property theory and the principle of management, this paper puts forward the ecological control paradigms of water resources in the key drainage area. In order to keep the water resources problem in key drainage area from spreading, we believe that we should establish the performance mode of ecological control from the model of the balanced score card （BSC） and total quality management （TQM）,and resolve the control problem of water resources in the key drainage area reasonably.
