摘要
我国农业保险制度经历了巨大的历史变迁，通过制度创新不断得到发展，形成了政府主导的制度变迁路径。必须准确把握农业保险制度变迁的基本特征，不断加强制度创新，并在制度创新的框架下充分发挥农业保险在现代农业风险管理中的核心作用。
The agricultural insurance system in China has changed profoundly, developed by system innovation, and have formed the certain transforming path which is dominated by government. In order to make agricultural insurance play core function in modern agricultural risks governance under the framework of system innovation, We have to hold the basic characteristics of agricultural insurance system transition, and strenghten system innovation.
