The population flows is the inevitable trend in social economic development. How to strengthen the guidance and management of transient population is a problem many big cities face. In the course of urbanization, the city transient population is the noticeable social strength with intricate thoughts and qualities. However, the ideological and political work is still a blank area in the management of transient population, so we must have a clear view on the present situation and try to solve all the related problems with a calm attitude. This article mainly discussed the necessity, content and method to enhance the ideological and political work on the transient population.
