社区是一种地域性的社会生活共同体。建设和谐社区,实现社会和谐发展是我国的重要战略举措。犯罪是影响社会和谐发展的一个主要因素。当前我国正处于社会转型期,治安形势非常严峻,社区犯罪主体、犯罪类型和犯罪手段等都与以前有所不同。加强社区基层党政组织建设、社区文化建设、社区服务工作和社区治安建设,营造和谐舒适、文明安全的社区环境,对于有效地预防犯罪的发生,有着重要的理论和实践意义。

The community is a kind of body with common regional social activities. The building of harmonious community and the realization of harmonious society is a significant strategy in China. The crime is a main factor to affect the harmonious development of society. China is being placed in the social transformation period. The public order is very rigorous; in the community, the subject of crime, the type of crime and the means of crime are very different from the past. Therefore, we need to strengthen the building of grass-roots party and government organizations of culture, of service work and of public order in community so as to construct a community environment of harmony, comfort, civilization and safety. Such is of theoretical and practical significance to preventing crime effectively.
