摘要
我国社区卫生存在人力资源数量不足、结构和分布不平衡;服务质量、积极性和生产能力不高,效率低、招募和留用人才困难等问题。本研究利用卫生人力资源概念框架,描述和分析了当前社区卫生人力资源在规划、教育与培训、绩效评价以及创造工作条件的状况及其决定因素。结合回顾国际、国内社区卫生人力资源发展的经验和教训,提出我国社区卫生机制能力薄弱、社区卫生人力资源配置缺陷等深层次原因及其对策,旨在提出新的社区卫生人力资源发展策略,提高卫生服务体系的公平性、质量和效率。
In China, there are popular and prominent problems in human resource for community care such as qualitative shortage of health staff, imbalance in skill mix and distribution, unsatisfactory quality of service, low motivation, low productivity and efficiency, difficulties in recruiting and retaining staff. This study describes and analyzes the current status of human resource for community care in planning, education and training, performance evaluation and working conditions and their determinants by using of a conceptive framework for human resources analysis. With reviewing experiences and lessons of domestic and international human resource for community care development, the study identifies the deeper cause for problems of weak mechanical power in community health care and distribution of human resource for community care; and proposes the countermeasures. The study aims at proposing new development strategy of human resource for community care, which will contribute to the improvement of equity, quality and efficiency for the health care system.
