本论文将美国对中亚的政策划分成若干时段,并阐述了各个时段的政策目标和排序。论文探讨了美国对中亚政策演变的国际背景和地区背景,梳理了美国官方文件的政策表述与政策实践之间的联系,指出美国对中亚政策受挫之后,其基本政策方针没有实质性的变化,美国政府正在寻找新的政策突破机遇。
The thesis divides the American policy in Central Asia into several phases of development and expounds the US policy objectives and serial order in the various phases. It probes on the international and regional contexts of American policy changes in Central Asia and combs out the relations between policy articulation and policy practice. It points out that there is no substantial change in US basic Central Asia policy and principle despite its setbacks. The US administration is seeking a new policy breakthrough opportunity.
