新公共管理视角下的乡镇政府职能定位

The Town Government's Function Orientation in The View of the New Public Management

乡镇政府作为国家依法设置的一级地方行政建制,已经成为国家管理农村行政事务和为农民提供公共产品服务的基层组织。现行的乡镇政府职能与当前农村发展的政治、经济形势不相适应的矛盾日益突出。新公共管理对我国乡镇政府改革有启示意义。我们应以新公共管理理论为视角,确立转型期我国乡镇政府的职能定位。

The town government, a local administrative organizational system established by the state in accordance with the law, has become common as a basic organization that manages rural administrative affairs and provides public products and services for farmers. The contravention between the existing function in the town level and the current political and economic situations in the rural has become increasingly poignant. So we should be with the view of the new public management theory, put forward the function orientation of the town government during the period transition.
