通过对信用合作组织的历史考察发现,其有效率运行的条件有:适宜的经济环境、充分的合作意愿、适时的外部推动和合理的制度构建。鉴于中国农村信用合作社目前已经背离了基本的合作原则并且有相当一部分已不具备有效率运行的条件,因此应坚持社员自愿选择、信用社分化重组和政府按合作原则规范信用社的原则指导当前中国农村信用合作社的改革。
