关于农民工社会保障问题的思考

Thoughts about Peasant Laborers Social Security

从农民工社会保障现状出发,通过对农民工社会保障公平性和制度设计的思考,强调农民工社会保障构建的必要性和探索农民工社会保障制度在实施中的可行性。在目前还不具备建立一元社会保障制度——且一元社会保障在差别社会未必是公平社会保障模式的情况下,应构建以长期目标与城镇社会保障体系接轨的,以"底线保障"为基础的,柔性过渡的分类分层农民工社会保障制度模式。

The purpose of the study is to evaluate the current social security system for peasant labourers in terms of equity and system structure. The argument will be emphasized the necessity of the social security system for the peasant labourers and to study the feasibility of system implementation. It is found that the current social security system is not ready to be a unitary system. At the same time, people from all walks of life cannot be covered fairly under the unitary system due to the differentiation among social classes. It is believed that merging the social security systems for the peasant labourers and the system for the residents in town is the ultimate goal in the society. The study will try to develop a model to explain the smooth transition of the social security system for the peasant labourers from the present one to a worker without sacrificing the ＂basic protection＂ for the others.
