在竞争日益激烈的今天,引进技术很重要,引进技术的消化、吸收和再创新更是重中之重。引进技术消化、吸收和再创新需要国家政策的宏观引导,而政策的实施主要依靠法律的保障,如果没有法律具体规定,权责不明确,责任不落实,引进技术消化、吸收和再创新也只能是空谈。通过分析我国技术引进的发展和现状,对《规划纲要》中引进技术的法制问题做一简要研究。

Which demands the macro direction of national policy, to bring the policy into effect depends on the guarantee of the law. If regulations are not concrete, right obligation and responsibility are ambiguous, the assimilation. Incorporation and re-innovation of the techniques are impossible. The treatise researches the issues of legal system about fetching in techniques in 〈 national medium and long term layout of the development of science and technology program（2006-2020）〉 by analyzing the development and status quo of fetching in techniques of our country.
