摘要 建筑市场涉及面广,交易额大,可变因素多,合同关系复杂,交易与生产交织在一起,这些特点决定了建筑市场交易必须以信守承诺和严格履约为基础。目前,由于我国建筑市场信用缺失,导致信用关系的严重扭曲和大量的道德风险行为,广受社会各界关注和重视。本文以信用经济学和系统演化理论为依据,深入分析我国建筑市场信用体系建设的现状及关键问题,为建立统一开放、竞争有序的建筑市场秩序提供科学的理论依据。 In construction market, there are abroad aspects involved, large sum of trade account, a great deal of variable factors, complex contract relationships and interlacement between trade and production, which determine that construction market trade must be based on obeying commitments and implementing contract strictly. At present, great attention has been paid to the serious distortion of credit relationship and quite a lot of moral risk behaviors caused by the lack of credit in construction market. In terms of credit economics and system evolutive theory, this paper deeply analyzes the current status and key issues of the establishment of Construction Market Credit System (CMCS), and provides scientific theoretic basis and policy recommendations for building unified, open, competitive and coordinated orders of the construction market.
