关于义务教育阶段解决择校收费问题政策方案的渐进模型
摘要
在我国体制转型期,义务教育择校收费问题成为政府关注的焦点之际,本文从观念层面和实践层面以及二者结合的角度,探讨政策方案价值认同的渐进性、政策过程的阶段性和政策方案价值认同程度的加深与政策过程具体阶段推进之间的一致性,提出了该政策方案的渐进模型。
