"提升能力,落实责任"是职业教育走内涵发展道路的新视点和新要求。高职教育科学发展的时代要求需要提升高职院校的核心竞争力;构建三个体系,培养过程人才,"工学结合"、"双证融通"的理念与模式的实践,都需要"提升能力,落实责任"。要抓好学术带头人队伍和管理人员队伍的建设。要建立共享共建的校企结合的运行机制,调整"一主两翼"的办学布局,深化专业平台建设思想,从根本上提升高职院校的办学实力。
