摘要
从考察近年来情报实践入手,在介绍国外政府在前竞争阶段给予企业提供支持的实践之后,从竞争的理解、情报学定位、情报过程、结果形式、实施主体等方面论述公益情报的特性,从而提出公益情报的定义。在公益情报的目的方面,提出支持决策、服务自主创新、信息情报机构自身改革探索等观点,并强调信息情报机构要关注当前互联网的最新发展,并与之形成互动。
Based on some intelligence practices, this paper introduces how the foreign governments support enterprises' research in pre- competition phases, discusses some features of public-interest-oriented intelligence from the aspects of conceptual cognition, academic orientation, process and result, and main practical body as well, and defines the concept of it, Meanwhile, for some purposes, such as decision-making, selfinnovation, institution reform, the paper describes its opinions from four aspects, and emphasizes that the informative institutions should pay attention to the newest development on the Internet and interact with the latter.
