全球化下我国信息产业的发展,需要技术创新动力,更需要有对创新体系的内在结构整合。信息技术创新的产业扩散是一个多级传递的过程,从产业组织意义上扩散可细分为4级,即领先创新企业的新信息技术与工商业结合、信息企业间扩散、产业内扩散、产业外扩散;从地域范围上扩散又可分从领先创新企业所在地的局域到国内,再到国外的扩散。各级扩散对新信息技术的产业推广有不同的意义。要确立开放环境下的结构整合管理新思维,更新激励创新方法,界定领先创新企业,集成追随企业,优化信息技术与工商业结合的机制。

A development power of China＇ s information industries under globalization comes from the innovation power, and even more the structural integration power to innovation system. Industrial transfer of IT innovation is a process of multi-level Proliferation.It can be broken down to four levels in industrial organization, namely new IT＇ s combine with business in a leading innovative enterprise, IT＇ s transfer between information enterperises,IT＇ s proliferation inside information industry and outside information industry. In terms of geographical scope,the process also can be disparted into three grades, namely from the leading innovative enterprises to the local seat of the country,to whole country, then spead abroad.Every level of transfer contains a different valuable meaning.This ask for that reconstructing a new integrated management thinking in open to outworld, updating methods of prompting innovation, defining a leading innovative enterprises, integrating with follow enterprises, optimizing mechanism of IT＇ s combination with business.
