城市规划的未实施研究——以北京市大栅栏地区为例

Research on Un-implementation of Urban Planning——A Case Study of the Dashilan Area in Beijing

城市规划的实施问题一直是规划领域多年来的焦点问题之一。该文独辟蹊径,从规划未实施的角度出发,来探讨规划未得以实施的原因与问题,是对城市规划实施问题研究的一个新尝试。作者提出了对规划未实施研究的基本流程,并以北京大栅栏地区为案例,通过使用者问卷调查、专家访谈、现场观察等方式进行研究,得出大栅栏地区对上一轮《北京市城市总体规划》中确定的"和西单、王府井"同类的"市级商业中心"的目标并未得到实施的结论,并进一步分析了其无法继续成为市级商业中心的原因。在此基础上,本文提出了将大栅栏建设成为旅游型商业中心的建议,为大栅栏地区的保护和发展提供了一个出路。

The implementation of urban planning is an important issue which the urban planners and the scholars were studying these years, The article mainly focuses on how to make the urban planning implemented as planned, and why the un-implementation is hardly studied. The basic progress of the study on un-implementation was promoted in this article with Dashilan Area, Beijing as a study case, Questionnaire, expert interview and field observation are the three methods used in this study. Based on former study, the authors came to the conclusion that the Dashilan Area had not become the same ＂city level of emporium＂ as Xidan and Wangfujin as planned in the urban master plan for Beijing in 1993. After that, the authors get the reasons for its un-implementation such as demography of Beijing city, rarely traffic and parking area and conversation of historical culture. On the foundation of the study abovet-the authors advance a suggestion of developing Dashilan Area as the tourism-oriented commercial centre and historical area which find a new way for the development and conservation of this Area.
