Enlightenment of the Protection Development Theory about Historical and Cultural Heritage Both at Home and Abroad and the Practice of Old City Area in Jinan

历史文化名城是祖先赐予我们的宝贵遗产,是华夏古老城市文明的生动见证。在历史文化名城的现代化过程中,如何正确处理保护与发展的关系,实现历史文化名城的现代化,是一个十分紧迫而又现实的问题。论文以济南市为例,通过阐述历史文化名城保护与济南经济发展的非矛盾关系,借鉴国内外历史文化名城保护实例,运用国内历史文化遗产保护前沿的理论、原则及科学的保护方法,探讨对济南历史文化名城的保护及其合理利用。

Historical cities are valuable cultural heritage given that they record the modernization process of our nation from ancient times to modern age. It is urgent and crucial to find a way to balance between heritage protection and urban development in the modernization process of these historical cities. This paper takes the case of Jinan City, comes up with some discussions on how to protect the cultural heritage while making use of it. This is achieved through three steps. Firstly, it explains the non-contradiction relationship between heritage protection and economic development in Jinan. Secondly, some domestic and international cases are analyzed and some experiences and lessons are studied. And the last step is to apply related theories, prindples and practical heritage protection methods in the core discussion.
