归纳总结了重庆市黔江区乡镇卫生院人事制度改革的五个阶段:公开选聘院长,实行会计委派,防保人员聘任,养老保险社会化和全员聘用制。并运用委托代理理论、激励理论和超产权理论等对黔江区人事制度改革进行了理论分析。
This essay summarizes five stages of the reform of personnel system in township health centers in Qianjiang district, Chongqing city., employ the president in public, appoint the accountant, engage epidemic prevention workers and maternal and child care workers, socialize the endowment insurance and appoint all employees. By using of the principles-agent theory and the incentive theory and the beyond property rights theo- ry, we analyze such reform of personnel system.
